 In January 2009 Rush Limbaugh officially encouraged that his party do everything in their power to make Obama fail.  January 16th, 2009 = "I hope Obama fails".

Obama's goal was to support leading edge technologies for Renewable energy such as solar and wind and move them, plus mass transit from the drawing board into mass production. So far Obama has met fierce opposition from the opposite party lead by the FOX network. Therefore money and employment numbers are not getting to these businesses. As a result, China has moved into the lead for use of, and production of PV.
